Hapa-palooza is here! Celebrating what Vancouver does best: mixed-heritage and blended cultural identities. Drawing from the Hawaiian origin of the word “hapa” (used by many people in Canada and U.S. who identify as being of mixed-heritage) Vancouver is a perfect venue this year’s diverse array of speakers, workshops and family events.

This festival spans over four days and features many mixed-heritage voices, including Vancouver’s much-loved broadcaster Margaret Gallager. An award winning CBC radio host, she joins Lawrence Hill on September 17th for a much-anticipated evening of stimulating conversation at the GoldCorp Centre for the Arts. Marissa Willcox had a chance to ask her a few questions about her cultural identity and work in Canada’s public broadcaster.

Marissa Willcox: As a broadcaster and community member of mixed-heritage, to what extent is Vancouver’s ethnic and cultural diversity an aspect of the stories you cover?

Margaret Gallager: As someone who works for the public broadcaster, it’s part of my job (and privilege) to reflect Canadian society through the stories I bring to air. And diversity is a huge part of who we are, especially in Vancouver. So, if you’re doing your job right, some of those stories are naturally going to come from diverse communities.

I’d say that cultural diversity is better reflected in the media these days than it was when I was growing up, whether that is in the stories that are told, or the people who are presenting them. And I think that change came about in part through a conscious effort that has taken years…

Minelle Mahtani is an author, journalist and professor. She is an Associate Professor of Human Geography and Planning, and the Program in Journalism, at University of Toronto-Scarborough. She has written two books, “Mixed Race Amnesia: Resisting the Romanticization of Multiraciality” and “Global Mixed Race.” She has worked in the not-for-profit sector in Vancouver for the former firm IMPACS – Institute for Media, Policy and Civil Society and sits on the steering committee of UBC’s journalism school. She is former President of the Association for Canadian Studies and has won several awards, including a Queen Elizabeth Diamond Jubilee Award for her contributions to journalism. She is a former CBC TV journalist who worked on “The National.”

I’m on leave from the university to take on this exciting role. I’m taking it on because of what Roundhouse represents and exemplifies. Roundhouse is about active community citizenry. Roundhouse’s commitment to solutions-oriented programming echoes my own professional passions – thinking about ways to encourage a heightened sense of human flourishing for all Vancouver residents. Roundhouse hopes to be a conduit for so many underrepresented groups in this city. As a person of colour, of mixed race descent, I’m obviously supportive of that project. I’m personally committed to entertaining audiences, but also educating and inspiring our listeners to shed light on the complexities of city life today.

Mixed-race, outsider, or ‘half-breed’: you’re not alone at Hapa-palooza. Get in on Canada’s largest celebration of mixed heritage.

Tôi là người lai mỹ means “I’m an American half-breed”. Author and publisher Brandy Liên Worrall wrote it in her journal while sitting at an outdoor cafe during her first trip to Vietnam. She wrote in Vietnamese for the benefit of the locals who were reading over her shoulder. Worrall’s Vietnamese mother laughed at first, and then asked why her daughter didn’t just say she was Vietnamese. “Because, Mom,” replied Worrall, “I’m not just Vietnamese. I’m not just American. I’m gonna recognize that I’m người lai, and I’m going to own that word.”

“In that country, where I have origins,” says Worrall in a DTES cafe, “[being mixed-race] is still that stigmatized.” We’re sitting with Anna Ling Kaye, editor of Ricepaper Magazine and co-founder of Hapa-palooza, which returns for its fifth year on September 16. Kaye says, “In Taiwan, my extended family is certainly nonplussed by me. They’re complimentary: ‘Oh, you don’t need to perm your hair! You’re so curvy!’” Contrasting that was an encounter with a Chinese woman in Vancouver who told her, “You look how I feel!” The woman saw herself as presenting as Chinese, but feeling Canadian. “We don’t feel Hapa-palooza is only for people of mixed heritage. It’s for anyone who wants to talk about identity.”…

The infinity-embossed flag of the Métis Nation will fly at municipalities around B.C. as they proclaim Saturday as Louis Riel Day.

Victoria, Langford and Sidney have agreed to the proclamation. Victoria has even agreed to fly the flag of the Métis Nation, a white infinity symbol (a sideways “8”) on a solid blue, black or red background.

Today, at Royal Roads University in the Blue Heron House, Métis culture will be showcased with a short film, bannock and tea, from 10 a.m. to noon.

Bill Bresser, president of Métis Nation Greater Victoria, said the celebration is part of a growing recognition across Canada that now sees Riel, not as an executed villain but as a defender of the Métis.

“He is now recognized not as a traitor but somebody fighting for his people and the rights and property of people that were being taken advantage of,” said Bresser.

Also, Bresser said, Métis people are now being recognized as legitimate builders of the modern country…

In early 1860, Mary Moody gave birth to a daughter, Susan, at the Royal Engineers camp in New Westminster, British Columbia, where her husband was stationed as detachment commander, chief commissioner of lands and works and lieutenant governor of the colony. Writing to her Newcastle family, she longed for the emotional and practical support that her sister Emily could have offered in person in the immediate post-partum period, concluding that “€œ[o]ne really needs relations in a Colony.”€ While rooted in her own concerns and experiences in New Westminster, Moody’s sentiment resonates more widely: family connections were often critical to securing a new immigrant”€™s position in an unfamiliar context, and more generally to navigating colonial configurations of power, identity and everyday life for men, women and children across the British imperial world.

Indeed, as a rich and growing scholarship suggests, family and empire were entangled in a wide range of ways. Familial connections could be vital elements in networks of political patronage and power, while the family also worked as a site of economic strategy and capital accumulation; colonial employment and enterprise, for example, often supported the flagging fortunes of metropolitan relatives. Ideas about marriage, gender, sexuality, childrearing and domesticity both shaped and were shaped by configurations of imperial power and identity, while family communication also helped to produce personal forms of colonial knowledge for those who remained in the metropole. In these ways, the British Empire became a “€œfamily affair”€ or an “€œintimate project”€;  in ideal and practice, imagination and experience, duty and emotion, blood and metaphor, family constituted key sinews of empire.

But empire, too, could operate as a key sinew of family. It was not simply that one “€œneeded”€ relations–€”that family connections underpinned the operation of empire in political, economic, social and emotional ways—€”but also that imperial processes remade relations and created new ones. Imperialism provided new arenas for sexuality, domesticity and kinship and contestations over the implications of these opportunities were intimately entwined with understandings of identity and power in colonial contexts. Whilst absence, distance and surrogacy stretched the limits of the family, for example, sexual relationships that bridged what were construed as distinct “€œracial”€ groups could reconfigure the boundaries of colonial rule. In these ways, the emotional and structural dynamics of family life were altered by imperial separations and collisions. Overall—whether in representation or experience, regulation or expectation—€”familial “€œrelations”€ shaped and were shaped by the empire in ways that were critical to the histories of both. In this sense, while Mary Moody wrote from an “€œedge of empire,”€ her call for “€œrelations in a Colony”€ cut to its very heart.

This special issue examines the place of “€œrelations”€ in colonial life, interrogating their forms, meanings and significance in a range of contexts across the British Empire from the late eighteenth century to the present. We are concerned with exploring both “€œfamily”€ and “€œempire”€ as contested categories, with particular attention to rethinking the configurations of “€œblood, contract, and intimacy”€   that might be seen as constituting imperial families. To this end, the articles consider a diverse range of ways in which family “€”broadly defined”€” operated as a key site of imperial processes, a social and economic unit at the heart of colonial life, and a building block for imperial relationships and identities. The histories of ministers and missionaries (Rhonda Semple and Sarah Duff), servants and employers (Fae Dussart), sexual relationships that crossed “€œracial”€ and cultural boundaries (Chie Ikeya), and orphans and institutions (Andrew May) provoke new considerations of who and what “€œcolonial relations”€ were, how they operated and why they were significant. Individually and collectively, these articles push the scholarship on imperial family in new directions, questioning the conceptual boundaries of family and rethinking its connections to empire.

Both within and beyond the context of the British Empire, the study of colonial families is a vast and porous field–in part because of the very fluidity and malleability of the term “€œfamily”€…

James Douglas’s story is one of high adventure in pre-Confederation Canada. It weaves through the heart of Canadian and Pacific Northwest history when British Columbia was a wild land, Vancouver didn’t exist, and Victoria was a muddy village. Part black and illegitimate, Douglas was born in British Guiana (now Guyana) in 1803 to a Scottish plantation owner and a mixed-race woman. After schooling in Scotland, the fifteen-year-old Douglas sailed to Canada in 1819 to join the fur trade. With roads non-existent, he travelled thousands of miles each year, using the rivers and lakes as his highways. He paddled canoes, drove dogsleds, and snowshoed to his destinations. Douglas became a hard-nosed fur trader, married a part-Cree wife, and nearly provoked a war between Britain and the United States over the San Juan Islands on the West Coast. When he was in his prime, he established Victoria and secured the western region of British North America from the Russian Empire and the expansionist Americans. Eventually, Douglas became the controversial governor of the Colonies of Vancouver Island and British Columbia and oversaw the frenzied Fraser and Cariboo gold rushes.

The identities of mixed Aboriginal and non-Aboriginal descendents in British Columbia is as varied as it is complex. In this paper I examine what caused some people of mixed Native and non-Native ancestry not to identify as Aboriginal while others did. The point of fracture for those who identify with their Aboriginal origins and those who do not can be traced to a specific time in our history. More importantly, specific variables were instrumental in causing that divergence of identity, spurred by a pervasive social stigma in colonial society. For many of mixed ancestry, the disassociation from their Aboriginal identity led to generations of silence and denial and eventually to a ‘complete disappearance of race’. It was a deliberate breeding out of cultural identity through assimilative ideology and actions in order to conform to European norms.

Determining what factors caused this divergence of identity for mixed-descendents entails considering why many Aboriginal women married non-Native partners in B.C. during the mid-19th century, how intermarriage affected identity formation for offspring, and what the multi-generational effects have been on the identities of mixed descendents. Today, this leaves a dilemma for those in-between who are eligible for status, and for those who are not but who choose to reconnect with, acknowledge and learn more of their ancestry. Both assertions of First Nations identity and choices to reconnect with a First Nations heritage while maintaining a non-Native identity, challenge the assumed inevitability of assimilation, and the federal government’s continuing reluctance to understand the cultural significance of identification as ‘Indian’.

Hapa-Palooza: A Vancouver Celebration of Mixed-Roots Arts and Ideas is a new cultural festival that commemorates Vancouver’s 125th anniversary and celebrates the city’s identity as a place of hybridity, synergy and acceptance.

In an unprecedented gathering of artists, Hapa-palooza will bring together in one festival Vancouver’s many talents of mixed-heritage and hybrid cultural identities. A vibrant fusion of music, dance, literary, artistic and film performances, Hapa-palooza places prominence on celebrating and stimulating awareness of mixed-roots identity, especially amongst youth.

This inaugural event will take place between Sept 7-10, 2011 with our Mainstage event taking place on September 10, 2011 from noon to 6pm in Robson Square.

Submission Details: We are seeking an artist or artists whose existing work deals with hybridity, identity, contemporary traditions and/or cultural heritage. Depending on the submissions received, this final installation will either showcase a variety of works or feature one or two artists in Robson Square. Compensation includes funds to mount the installation, volunteer support during the event plus an artist honorarium. Emerging artists are welcome.

This report explores the experience of members of racially mixed families in Victoria, BC. Six themes were identified:(1. Identifying Self, 2. Being In Racially Mixed Family In Victoria, 3. The Challenges, 4. Access For Support, 5. Acceptance, 6. Gaps In Service And Resources). Then reference was made to the heuristic method, chosen to verify the process and to understand the meaning of these lived-experiences.

Most participants in this snapshot study have described encountering numerous barriers as part of a racially mixed family or as individuals living in Victoria. This could be due to everyday racism and discrimination that has closed their access to social services and resources. Interestingly, isolation, identity confusion and an impaired sense of belonging were common experiences reported by adults and children. As a result, for participants to seek resources and services, it has been difficult due to their uniqueness and inability to fit to the existing service and resource categories. The significance of this finding means participants are struggling to adapt their identity to fixed notions of identity (ie. “Chinese”, “Black”) in order to access services and/or seek resources.

What was fascinating in this study was that some individuals who chose to marry into different racial/ethnic backgrounds were rejected by their family of origin and as a result they became isolated from their community. Whereas some individual’s experiences regardless of racial/ethnic mix were positive, the family and community relationships remained solid. Based on this study, we conclude that racially mixed families in Victoria are lonely and the isolation experienced by their children is more serious due to the outright rejection of the community they live in.

The findings presented here are comparable to identity patterns explanations (individual, cultural, and social, as well as political issues) found in the literature. Furthermore, the extracted meanings have confirmed sources of identity as being congruent to the adopted theory of this research (explain briefly locational theory). This study is very important to all professionals as well as to human services agencies. Both human service agencies and professionals could refer to these participants’ patterns of experiences of reforming identities which serve as a guideline to help and provide services appropriately. We believe that we have exposed the need to facilitate this awareness and sensitivity to gain further knowledge about racially mixed people in Victoria. This research confirms commonly held assumptions about identity and associated stresses for racially mixed people. This research will serve to identify the various locations held by racially mixed people in the community as well as their unique needs which may ultimately help to bridge the gaps in knowledge about racially mixed families in Victoria.

The following recommendations are suggested to address these concerns:

  1. Development of an educational, information and resource center in Victoria.
  2. Development of support groups to address concerns brought up in the study
  3. Province wide research (both qualitative and quantitative)
  4. Extended training for professionals and service providers at all levels in community and government agencies.

Discussions of hybridity have proliferated in cultural geography and in social and cultural theory. What has often been missing from these accounts are the ways in which mixed-race identities have been forged, contested, and embodied spatially. Inspired by recent calls in cultural geography to rematerialize race and drawing from the growing literature on law and geography, this article examines the material dimensions of hybridity, how it was legally produced, gained traction, and slipped in the quotidian spaces of everyday encounters. Focused on late-19th and early-20th-century British Columbia (Canada), I trace the emergence of the ‘half-breed’ as a new racial personage and juridical taxonomy that unsettled racial hierarchies and spatial distinctions between aboriginal and white settler populations. Unlike other colonial contexts, mixed-race peoples on Canada’s west coast did not threaten European superiority alone but were believed to endanger the protection and assimilation of aboriginal peoples. Proximities between ‘half-breeds’ and ‘Indians’ were politically charged for two reasons. First, racial differentiations between these populations were often imperceptible, and second, their putative distinctions were closely bound up with concerns over territory and with aboriginal well-being. The racial opacity of mixed-race peoples created some sites of mobility for those in-between. However, their unknowability shored up the uncertainties of colonial knowledge production and the limits of existing racial repertoires, creating persistent demands for new markers of racial otherness in the process. Crime and immorality became potent signifiers of racial inferiority aimed at differentiating half-breeds from Indians and providing authorities with additional optics through which to problematize and govern their affective and geographical encounters.
